JOB OVERVIEW / DUTY DESCRIPTION: The Proposal Manager will be responsible for coordinating and developing complete, responsive, and high-quality federal proposals from initial receipt of the RFP to final, on-time delivery to the customer. They will work with PSI business lines to win new business for the company across various federal agencies. They will collaborate with the PSI management team and external subject matter experts to understand customer business needs, create win themes and develop concepts of operations that meet the customer's unique situation. The Proposal Manager will write major proposal sections, edit the inputs from others', and integrate color team feedback into clear, persuasive and winning proposals. Essential Job Responsibilities:
  • Full ownership and leadership of proposal development and delivery, including pre-submittal questions, written and oral deliveries, and final proposal revisions.
  • Full ownership and leadership of the development of requests for information, market surveys, past performance write-ups, white papers, partner data calls, and capabilities/gap analysis matrices.
  • Assess and identify opportunities to incorporate best practices and improve PSI's existing proposal management process that adhere to the Shipley or other similar methodologies.
  • Prepare proposals with a thorough understanding of evaluation criteria and winning strategies. Use analytical, editorial, and technical writing skills to help proposal teams develop persuasive messages and focused proposal language relating to prospect's expectations and our firm's differentiators/competitive advantages.
  • Coordinate, advise and edit the proposal sections submitted from assigned authors, section leaders, external subject matter experts (SMEs), and other support personnel to integrate them into a single, cohesive proposal.
  • Communicate proposal-related requirements and status with senior management.
  • Maintain and use PSI's database of previous proposals, and other appropriate internet research methods, to facilitate the accelerated development of consistent, high quality proposal sections.
  • Interview Subject Matter Experts (SMEs) and Subcontractor teammates to extract content details and write proposal sections accordingly. Review written sections with SMEs for accuracy and with Capture Managers to ensure inclusion of win strategies in the document and compliance with formats dictated in the RFP/RFI and proposal plan.
  • Assess the impact and modify the proposal plan in response to amendments and/or changes to existing RFPs.
  • Implement strong quality assurance procedures to include format, production, compliance, clarity, and on-time delivery.
Educational/experience/training requirements:
  • 5 years of related experience in proposal writing and management; 2-3 years of experience writing for Federal government contracts
  • Bachelor's degree, ideally in English, Journalism, Communications, or related field; may substitute degree with 13 years of relevant experience.
  • Business writing skills, concentration in writing through education is preferred.
  • Flexibility to adapt to changing priorities and direction in a very dynamic work environment.
  • Proven ability to meet strict deadlines 100% of the time, without fail.
  • Excellent organization/time management skills.
  • Ability to interface and work with all levels of personnel (and occasionally teaming partners and/or subcontractors) in a team environment.
  • Ability to work effectively with diverse and strong personalities.
  • Excellent use of the English language, strong writing skills, and an ability to solve problems quickly in a fast-paced, deadline-driven environment are required.
  • Above average skill with Microsoft Office software required to produce final proposals in a demanding time frame.
  • Must have prior experience in RFP response and proposal development.
  • Prior experience conducting red team and gate reviews.

Preferred Requirements:

Proof of Shipley Associates certification in Proposal Management and Proposal writing.
