What You'll Be Doing
This position provides a variety of advanced professional administrative, technical, and project management for the Department of Information Technology while maintaining the highest level of competency and confidentiality; and requires the exercise of considerable judgment, initiative and discretion based on knowledge of departmental and Town policies and procedures. Work involves the management of complex enterprise information technology projects, systems administration, professional administrative support, and financial tasks and responsibilities. Work assignments are broad in scope and require the use of independent judgement, problem solving, research, and analysis.

PRIMARY DUTIES AND RESPONSIBILITIES: (May not include all duties performed)
 
Administrative:
  • Manages the daily administrative operations of the department; maintains files; prepares and writes correspondence, including monthly departmental reports, public notices, requests for proposals, specifications, contracts, reports, and other materials; obtains background information as required to respond to inquiries; interprets financial and statistical data; proofreads final documents for grammar, spelling, and punctuation.
  • Monitors the department’s budget; prepares weekly Budget Analysis for weekly meetings with Director and Deputy Director, reports variances and needs to the Department Director whenever necessary; assists with the department’s annual budget preparation; assists in the development, revision, updating and maintenance of budget operating procedures, policy, and manuals.
  • Processes required information for preparing requisitions, purchase orders and accounts payable in the Town’s financial system; responsible for a Town issued purchase card and reconciliation; makes travel arrangements.
  • Receives visitors and telephone calls not associated with the Service Desk; ascertains nature of call or business of visitor; determines appropriate action; provides readily available information to callers and responds to requests for information and materials which can be assembled by contacting other departments or from files and records; refers other callers or visitors to appropriate staff.
  • Answers inquiries requiring interpretation of policies, rules, and regulations.
  • Assists in the preparation and maintenance of standard operating procedures (SOPs).
Project Management:
  • Manages projects involving enterprise systems including implementation, upgrades, vendor negotiations, town-wide training.
  • Develops business cases and project plans relative to other information technology initiatives.
  • Responsible for documenting and resolving problems, identifying and managing risk and working with staff to close out projects.
  • Manages and responds to requests for email and texts under the Freedom of Information Act or from other departments and provides support to the department’s designated Freedom of Information Act (FOIA) Coordinator in coordination with the Clerk of Council’s Office.
  • Responsible for coordinating special projects and events as assigned such as, but not limited to, Tech Tuesday monthly training program and other training initiatives.
  • Prepares statistical data for decision making purposes using advanced MS Excel skills.
  • May be deemed as essential personnel and be required to provide support to the Town’s Emergency Management Team during emergencies or critical operations.
  • Performs other duties as required or assigned.
Due to the nature of this position’s obligations, in-person attendance in the office is required. Limited remote work is permitted as authorized by the Department Director.

Required Qualifications

Associate’s degree; or equivalent combination of education, training, and experience. Minimum of four (4) to six (6) years of experience in public administration, project management, or a related field. Experience managing complex information technology projects and initiatives. Experience handling a wide array of financial, budgeting and procurement matters. Ability to independently exercise good professional judgement. Possession of a valid driver’s license and a safe driving record.

Preferred Qualifications

BA or BS in business, public administration, or a related field. Experience in municipal administration. Experience in information technology projects and service delivery. Experience in database and systems administration. Bilingual in English/Spanish.
